Geo Filtering and Web Censorship

These can be implemented by way of censorship by the country itself wishing to restrict access of its citizens to certain things.   The motivation can be political, moral or even just commercial.    China is well known for its political censorship on the Internet which is one of the most restrictive in the world.   Some countries, especially non-secular, implement strict censorship of material it finds morally offensive including but not restricted to pornography.    Then there are pure commercial restrictions such as restricting VOIP services done in some middle countries where the telecommunications is owned by the state which does not want its citizens to have an alternative.  

External geo-filtering or restrictions:

This is where individual website or online services implement geo-filter blocking and redirecting traffic from certain locations.  The motivation for this is usually commercial.    Many online financial services block traffic from locations known to have a high rate of fraud.   Some sites will use geo-filtering to block traffic from locations they perceive cannot be monetized or just use too many server resources.
